   Actually, I would assume this is commentary on the immigration situation in Finland. While I haven’t been to Finland, I can imagine that it’s similar to the situation here in the U.S. I imagine this was someone’s response to the rising crime rates that refugees often bring to developed nations.

   No, it is commentary of law in Finland, and other nordic states, which don t punish rape almost at all. And they laws are quite antifeministic.
